While China, India and other venues have garnered most of the outsourcing headlines in recent years, Vietnam has spent the last two decades steadily and systematically building a deep expertise in software engineering and related technology skills.
Vietnam boasts 87 million people, an 8% annual GDP growth rate, and more than 50,000 trained software engineers. Its projected growth rate in IT services – to $3.5 billion by 2013 – makes it one of Asia’s fastest growing destinations for technology services, and in 2009 it broke into AT Kearney’s “Top 10” list for Global Services destinations. Many analysts, including Gartner’s Frances Karamouzis, frequently cite Vietnam as among the most intriguing players in the “Beyond BRIC: (Brazil, Russia, India and China)” software outsourcing world.
To learn more about Vietnam’s emergence as a major software engineering and technology destination in Asia, you are cordially invited to a chance to meet with H.E Mr. Truong Vinh Trong, Vietnam’s Deputy Prime Minister, and some of the pioneers and leaders of Vietnam’s fast-growing software and IT industry.

Mr. Nguyen Minh Hong, Vice Minister of MIC
Nguyen Minh Hong has served as the Vice Minister for the Ministry of Information and Communications since March of 2006. Prior to that he held the positions of Director General, Personnel Departments, and Director General, The Bureau, both of the Ministry of Posts and Telematics (MPT). He has also served as Deputy Director General at MPT, and Officer at MPT.
The Vice Minister earned his PhD in Telecommunication from the Academy of Sciences of Czech Republic.
Mr. Truong Gia BÌnh , chairman of Vinasa and Co-Founder and Board Chair of FPT
Truong Gia Binh was one of 13 founders of FPT in 1988. FPT’s CEO until 2008 – and still its Chair of the Board – Mr. Binh led FPT through 20 years of excellent growth and its transition from a state-owned enterprise to a publically traded, private technology and IT services corporation. In 2008, FPT reached the milestone of $1 billion (U.S.) in revenue, with a staff of over 8,600.
Mr. Binh also serves as the Dean of the Hanoi School of Business (HSB) of the Hanoi National University, and the Chairman of the Vietnam Software Association (VINASA).
Mr. Binh earned his PhD in Math and Physics from Moscow University.
Ms Eileen Boerger, Executive VP and General Manager of Agilis Solutions
Eileen Boerger is Executive Vice President of CorSource Technology Group and General Manager of its Agilis Solutions business unit. Ms. Boerger was responsible for the formation of Agilis Solutions in 2004.
Ms. Boerger has 30 years experience in the development and management of software systems and applications. During her career, she has managed the outsourcing of software development, quality assurance, and maintenance to three countries: Vietnam, India, and New Zealand. She has held positions at the VP level at QualityLogic, Mentor Graphics, and Unisys. She began her career with Burroughs after graduating with a Masters Degree in Computer Science from the University of Texas at Austin.
Eileen is currently a member of the Oregon Engineering and Technology Industry Council (ETIC), a public sector - private industry partnership focused on growing the capacity and excellence of Oregon's engineering and technology programs. She is past chair of the Software Association of Oregon (SAO) and served on the board of the Women in Technology International (WITI) Foundation. Eileen has been recognized by Open Computing magazine as one of the "Top 100 Women in Computing".
Mr. Paul Smith, Global Managing Director of Harvey Nash
Paul Smith, Executive Chairman, Harvey Nash Outsourcing, is responsible for global outsourcing and the offshore services business. Paul joined Harvey Nash in 2000 after 25 years in the technology industry, founding and selling a number of software companies. He founded Harvey Nash Outsourcing now employing over 2500 software developers in Vietnam and ASEAN Region. Paul served as a main board member at a number of publicly listed companies, with venture capital and private equity organisations. Paul recently received an award for outstanding services to Vietnam’s ICT industry, an award for Export Excellence from the Vietnamese government and is an ICT Ambassador for Vietnam’s software industry. Paul is a regular speaker for the Asia Task Force and works closely with UKTI to support UK business into ASEAN region.
VINASA - Vietnam Software Association
VINASA, established in April 2002, promotes the rights and the mutual development of companies within Vietnam’s software and digital content sector. VINASA’s current membership of 180 companies employ about 50% of Vietnam’s total number of professional programmers, and account for about 60% of software production in Vietnam.
