    Allan Jergesen, Section Head, Health Care & Long-Term Care, Hanson Bridgett

    Allan Jergesen is Head of the Health Section at Hanson, Bridgett. The Section represents a full range of health care providers, including hospitals, outpatient services such as ambulatory surgery centers and dialysis clinics, physicians and medical groups, and long-term care facilities. Its attorneys provide advice and representation on a wide variety of subjects, including business formation and planning, real estate and tax matters, licensing and regulatory work, reimbursement, fraud and abuse issues, bioethical questions, and health information laws. Hanson Bridgett, through Mr. Jergesen, has served as general counsel to the California Health Information Association (CHIA) for the past 20 years. During that time, Mr. Jergesen has participated in drafting confidentiality legislation, has presented seminars on health information issues, and has published a monthly legal column in the CHIA newsletter. At present, he is advising clients regarding the legal significance of the HIPAA administrative simplification rules, including those dealing with code sets, privacy, and security.


    Dan Trieschmann,Senior Manager in the Security and Privacy group, PwC

    Dan Trieschmann is a Senior Manager in the Security and Privacy group, specializing in Identity Management implementations. He has over 16 years of security and application integration experience. Dan is the National Oblix Practice Leader, focused on building the relationship between PwC and Oblix, and was the Project Manager on the firm's largest Oblix NetPoint implementation engagements.

    Dan has also authored an internal whitepaper on the role of Identity Management solutions in addressing HIPAA Security and Privacy requirements.

    Additionally, Dan is leading a national Healthcare Security - Identity Management and HIPAA Privacy initiative, coordinating the efforts of:

    • Identity Management Vendors
    • PwC Healthcare Consulting Practicioners, and
    • PwC Security and Privacy practioners with Healthcare experience (knowledgeable about HIPAA requirements and industry experience)


    Ira Victor,The HIPAA Technician - HIPAAtechnician.com

    Ira Victor is Co-Chair and Co-Founder of the SDForum Security SIG. He is a HIPAA Security and Privacy consultant to healthcare providers. Ira received his GIAC/GSEC Security Certification with a HIPAA compliance thesis. Ira Victor pioneered software that secured financial transactions between businesses, was the HIPAA Privacy Officer for a security-focused data center, and is co-developer of patent-pending technology that improves the security and privacy of electronic messages. Ira Victor is an active organizer in FBI InfraGard, and is the featured HIPAA speaker at the 2003 Computer Crimes Expo.


    Julia White, Product Manager, Health Care Solution, Microsoft

    Julia White plays a key role in the .Net Enterprise Servers, E-Business Vertical Solutions Group at Microsoft. As product manager for the Microsoft BizTalk Accelerator for HIPAA, Julia is responsible for leading a team in the overall development and planning of enterprise level solutions in the healthcare space. Julia is responsible for the product go to market strategy, working closely with the partner, marketing, sales, and licensing teams in healthcare and government.

    Previously to joining Microsoft, Julia served as product manager at Intuit, working on the Quicken product line. Julia holds a master’s degree in business administration from the Harvard Business School and a Bachelor of Arts degree in communication with Honors from Stanford University.

    Some of Julia’s interests include competitive swimming and triathlon participation. She qualified for, and competed in, the 1988 and 1992 Olympic Trials.


    LaVonne LaMoureaux, Executive Director for the California Health Information Association (CHIA)

    Since 1998 LaVonne LaMoureaux has been the Executive Director for the California Health Information Association (CHIA) where she is responsible for executive management of all association activities and membership services. CHIA is a nonprofit association of over 2500 members that provides leadership, education, resources, and advocacy for California's health information management professionals. Prior to coming to CHIA, during a period that spanned over 20 years, Ms. LaMoureaux was Director of Health Information Management services for several California-based hospitals and medical centers. She has a certification from the American Health Information Association (AHIMA) as a Registered Health Information Administrator (RHIA) and is also certified by the American Society of Association Executives (ASAE) as a Certified Association Executive (CAE).
