Publicity is one of the most effective and economical ways to reach your market. A well-positioned publicity piece can deliver your message to a much greater audience than advertising can - and at neglible cost. In addition, because the message is delivered by an independent third party, your message comes across with more credibility than it would coming directly from you. So if publicity is so great, why isn't it working better for you?
Effective publicity does not happen by chance. It doesn't cost much in terms of dollars, but it does require you to invest time and effort to develop your contact network, create the right messages, and deliver them in the right way (and at the right time) to the people who can spread the word for you. To manage this while keeping your other marketing efforts going is definitely a challenge, but it's well worth the investment.
